Bayliss Consulting has provided consulting in the
field of asbestos moulds and building technology since 1986 as the management
component of one of Canada's largest consultants, and since 1992 independently
as an environmental consultant. Our detailed knowledge of asbestos has been
gained through our involvement with some of the most complex abatement projects
performed, as well as through ongoing training through rigorous courses made
available by various authorities.
Our aim is to design and assemble the necessary 'tools', such as drawings, specifications
and reports, to allow facility owners and managers to deal in a sensible way
with asbestos and moulds in their buildings, and to provide on-site inspection
and monitoring to bring asbestos and mould management projects to a successful
conclusion.
Our long experience has enabled us to assess appropriate responses in any given
facility, and to provide services which have the minimal impact on cost, building
function, and user unease.
Part of any asbestos management programme is the determination
of type, extent and condition of asbestos-containing building components. To do
this, we take representative bulk samples of suspect materials in a manner which
ensures protection of building users. Samples are analyzed by Polarized Light
Microscopy by a completely independent laboratory using NVLAP procedures if required.
A report, including drawings using CAD if appropriate, as well as hazard assessment
and recommendations, is provided.
Moulds are dealt with in a similar manner.
Consulting In Asbestos Removal Or Repair |
The greatest potential for asbestos fibres to become
airborne is during an asbestos remedial project. Inspection by qualified individuals
during this work is considered prudent by building owners in order to establish
and document proper procedures during asbestos remedial work. Such documentation
by a third party consultant is invaluable in the event of dispute or litigation.
Proper procedures by our staff with respect to chain of custody protocol are maintained.
Procedures for air monitoring are performed as regulations require.
Type, frequency, and location of tests are determined in discussions with the
building owner. All PCM, TEM and SEM tests are analyzed by appropriate techniques
at qualified laboratories.
Tape lift samples of suspect moulds are taken and analysed by an independent laboratory,
as are air samples.

A requirement of Ontario Regulation 838 is the training
of key personnel as part of an asbestos management programme. We provide such
training, tailoring the length and complexity to the user's needs. In addition,
we provide general awareness sessions for interested individuals.
We have had great success in the past in the presentation of informal 'emergency'
awareness sessions where concerns about asbestos by building users have surfaced
and require immediate attention.
Although required infrequently, up to date expert
testimony by qualified individuals during litigation is necessary. We have been
involved in this field occasionally during the past few years, and would be happy
to discuss possible future availability.
Asbestos is not usually dealt with in isolation. Other
environmental concerns often accompany asbestos remediation, such as lead-based
paints, PCBs, and general air quality. We are equipped to deal with these additional
concerns as they occur, and are trained to recognize them as part of an entire
project. Work on these concerns is performed as required by regulation, and by
qualified personnel.
