what is the specifications for recycled paper to actually be recycled paper?

There seems to be two types of recycled paper. One ranking considers just recycled content and includes paper that was recycled internally to the manufacturer. The other only counts post consumer recycled paper. we started looking at this as part of our ISO 14000 work up and found that some papers al called recycled with as little as 10% post cunsumer content. The highest we found for our application was only 25% recycled content. This was for copy paper and was a bit pricey comparitively to our normal source.
