The European Union has passed "Directive 2000/53/EC - End of Life Vehicles", which requires that vehicles sold in Europe meet certain requirements. Article 4 of this directive states that vehicle manufacturers shall "integrate an increasing quantity of recycled material in vehicles and other products."
In order to satisfy these requirements, the auto manufactures have in turn developed their own standards for designated substances and recyclabilty requirements for their suppliers to meet. See the following examples for more info:
