The Ontario Fire Code Part 4 exempts liquids with a Flash Point above 93.3deg. C when stored or used below their flash point. Does an aboveground storage tank storing environmentally hazardous liquid under these circumstances require secondary containment, i.e. dyking, under the Environment Protection Act.
