I would like to ask a stupid question, if there is some cyanide disperse in water tank, how can i clean up the tank?? thank you

Cyanide destruction is usually accomplished by using a strong oxidizer. This breaks down the cyanide into cyanates and then CO and N2. The best way to do this would depend on the conditions that you have. A good water treatment consultant could probably fix you up in no time.

Good oxidisers would be peroxide or chlorox bleach (12%). However, how did the cyanide get there just to prevent reoccurance. As Mike J said Cyanide breaks down completely so long as there is no Sulphur so there is no residual. But if using Chlorox check for residual chlorine before using the water (normal swimming pool kit)
